I HAVE received your despatch No. 186 of the 22nd ultimo relative to the illegal taxation imposed upon foreign merchandise conveyed from treaty ports to trade marts in Manchuria under the exemption certificates provided for in the provisional regulations of 1907.
I approve the terms of the note which you addressed to Prince Ch'ing on the 21st April last protesting against the action of the Kirin authorities, and I agree with your interpretation of article 12 of the Chino-Japanese treaty of 1896 in regard to the question of the export of beans from Manchuria.
